at the call of the President, or at the request of any four (4)
members of the Board of Directors. Meetings may be canceled at the
discretion of the President; but a minimum of nine (9) business
meetings will be held in a fiscal year. Meetings may be either open or
closed to the membership at large. During open meetings, general
community members attending will have observer status until the
President declares the session to be an open forum, to include
observer comment or discussion. Such discussion must be entertained
prior to adjournment and all comments duly reflected in the minutes.
Active members or property owners may request to be placed on the
agenda at any open meeting. Such requests will be accepted, providing
a request is made to the President ten (10) days prior to the
scheduled meeting.
Sec. 4. An Agenda will be prepared prior to each meeting. Old business
will be handled first and new business second. The President will see
that Roberts Rules of Order is referred to as a guide for all
meetings.
Sec. 5. QUORUM. The presence at the meeting of members entitled
to cast ten percent (10%) of the votes shall constitute a quorum for
any action except as otherwise provided in these By-Laws. If, however,
such quorum shall not be present or represented at any meeting, the
members entitled to vote thereat shall have the power to adjourn the
meeting from time to time, without notice other than announcement at
the meeting, until a quorum as aforesaid shall be present or be
represented. :
